Goals and Policies

Several documents provide policy direction for the Lake Whatcom Management Program. The primary source of the goals for the program is the Joint Resolution that was adopted by the City of Bellingham, Whatcom County, and Water District 10 in 1992 (Joint Resolution Whatcom County 92-73, Bellingham No. 92-69, District No. 560). This resolution outlines six general goals and twenty-one specific goals associated with different program areas as follows:

  • General Goals
  • Public Education and Involvement
  • Watershed Ownership
  • Information and Data Management
  • Forest Practices
  • Hazardous Materials
  • Nutrient Loading and Other Potential Threats
  • Recreation

  • Transportation
  • Urbanization/ Development
  • Sewer System
  • On-Site Waste Systems
  • Conservation

In addition, each of the three jurisdictions have additional goals and policies and actions contained within various planning documents. All of these adopted goals and policies are used to guide management actions in the Lake and watershed.
